I like this idea, but it would need to be prohibitive as to cause you to really think about if removing the tile is vital. I would suggest a loss of 500 or even 1000 points (that you must have to spend, no going negative) as a huge sign that you should only use the undo as a last resort. It should be for instances when, if the tile were allowed to remain, it would be catastrophic to your chances of continuing.
Otherwise, the game would be too easy if a correction was only a button away.
Either that, or it should be like challenges in sports, you're allowed a certain amount of undo's. Maybe you only get 3 undo's. Any more mistakes after that, you're SOL. And it should combine with the previous idea. First undo costs you 1000, second costs you 2500, and the third costs you 5000--which, again, you must have in order to spend.
So it covers when you accidentally misclick and you immediately want to undo it, but not because you regret a tile you intentionally placed

Just one-level deep undo will help a lot. Misclicks happen a lot with how you move the map.
As an alternate to an "undo" button, perhaps look into why it is so difficult to play on low frame rates - maybe there's something that can be done to offer players with less powerful machines a better experience.
