For anyone still wanting an answer.

1. Buy market
2. Get upgrade from PC for customers (DO NOT BUY THE ROBOT)
3. Wait until you get a notification of a thief robbing you
4. Smack the thief with the bat

If you buy the robot you no longer get thieves and you can't get the achievement.
