You are eventually going to get them all so it doesn't really matter. However if you don't play the game a lot, consider completing all the off-line upgrades first, since they get you cookies while the game is off.

I use my heavenly upgrade slots for stuff that boosts random drop chances like the Omlette Egg, and the Dragon Teddy Bear, to make farming the seasonal upgrades less time consuming. In the remaining slots I put the most useful Fortune Upgrades like the Fortune Kitten upgrade.
