You can not say a time because everyone play on a different way.
It also depend on how long per day you spend on the game.
Are you idle or active player? Did you upgrade right away or wait till you can upgrade all in once?
There are so much different possibility's to play it, so there is no 'time' related.
You can use the mod 'cookie monster' to see each time it takes for a upgrade/building etc.
That can help you estimate the time for you :)

At minimum, it'll take a year since there are two achivements ("Year's worth of cavities" and "So much to do so much to see") that require at least one year on one legacy, so as long as you complete the other achivements in that year, than that's how long it'll take.

There is a hidden archievement that called '2-times as fast' that speed up the time by a half year.
You don't get cookies for a half year but only speed up the time.
So on that way you get 1 archievement within 180 days + the hidden archievement.

I haven't cheated, nor save scummed or used any other kind of exploit (except for the speed click achievement). I'm at 6600 hours with about average attention and I'm at 620 out of 637, with the last 17 very far out of reach.
