I'd guess the mods stay through an uninstall/being unsubbed from etc to preserve user settings but it does make it a lot more difficult to remove them when they cause issues
you can also just delete one mod in step three if you've only recently encountered the issue, but for OP's sake just delete everything in there and you should be good to go after a reload if you're still unsubbed from whichever mod broke it for you (in my case it was a high-res mod)
