You need to unlock buildings and tiers separately, and unshackling a building doesn't do anything on it's own. Once a building is unshackled, tier unshackling upgrades will make its upgrades more powerful. e.g. if you have unshackled farms and unshackled berrylium, the fertilizer upgrade will increase production by 280% instead of 100%.

i found that you can actually hover over your upgrades and they say if they're getting an unshackled bonus
and cursor upgrades do not
