Gardens: Harvested Plants don't drop seeds

I harvest my Baker Wheat Crops ~1 Minute before Decay. The tooltip says they should drop seeds, but they don't. Is the tooltip wrong? Or is it a bug?

The seeds they drop is baker wheat seeds, which you already have. Once mature, and if you have multiples close to each other, they may spread some other seeds.

Oh ok I get it. Only if they are new plants they drop their seeds, meaning you can plant that one in the future. Thank you :)
