If you can't afford the steam version, go play the free one, the only difference is the music
Technically there's at least 2 differences:
Web version doesn't have music, which is one of the things he wanted to finance by having an optional paid version. And the number of heralds in the web version is based on patreon donators where as steam version is number of steam users online and playing.
But those are minor, you are correct that all the interactive parts of the game are the same.
