These lumps unlock building upgrade mechanic.
Upgrading specific buildings at least at level 1 unlocks mini-games
Farm unlocks Garden, Temple unlocks Pantheon, Banks unlock Stock Market and Wizard Towers unlock Grimoire.
Upgrading them further with Lumps will provide more benefits

But since you asked - Sugar Lumps grow continuously even if the game is closed, even if you forget or won't be able to collect them yourself - the game will auto-harvest them for you.
The only thing that is affected by online - it's the type of Lump. Apart from normal there are several unusual types, each have quite low chance to appear, but giving more Lumps when collected.
The type of Lump is chosen by the game automatically at the moment previous Lump was harvested. And if the game was closed - next lump is guaranteed to be normal one.
If you're not in a hurry or don't care about collecting all the types for achievements - you can safely do whatever you want, the game will slowly but surely collect them one by one for you.
Thank you very much. It is quite a clever game with running stuff when game is closed. Not a whole lot of games can do that.
