The Herald Bonus depends on the amount of players currently playing, reaching 100% at 10,000. Since players also have to work and sleep, it can't always be at 100. In addition, the game is not exactly something against boredom, so it makes no sense to actively farm cookies. Farming can then close the game. (translated)

Look at the Stats ( Store menu -> Stats )

Heralds depend on how many players are in game, last few days it's been around 8K to 9K players.
