Steam does not set the prices genius, the developer does.
It's the same person developing both the free website version and the Steam version. It was his choice to develop the Steam version. Do you know why he did it?
He has paying subscribers to the free version who ASKED him to put up a Steam version and were willing to pay for it as well. Did you know that you can subscribe to the free version through Patreon? Doing so is what buffs the heralds in the free version and only the paid subscribers give that buff.
The Steam version exists due to player request, it cost a very small amount of money, consider it a donation to the developer. There are various minor changes being paid for with this money: #1 the development of this version added music, that's not free to create or use. This version changes the heralds to count based on number of Steam players, which is higher than the number of paying heralds on the free version, and a various other tweaks and changes such as connecting the steam achievements so they can be displayed on a profile and not just some hidden thing no one knows you accomplished.
Do you think the development of a game is free? The developer spent 8 years working on this game and has kept it up for free while only taking in donations to keep it going. The Steam version was literally asked for by players who were willing to donate and "buy" the game so that it could be updated and brought here.
It's no secret that there's another version of the game for free, it quite literally tells you this on the store page. But this version exists because players actually wanted it and were willing to pay for the upgrades that came with it.
Grow up and stop telling other people how to spend their money. If you don't want to buy it, then don't, but also don't pretend this is Steam trying to rip anyone off, they didn't put the game here, they let the developer put it up because players actually wanted it this way.
You are upset, because you couldn't make a game that will give you money for nothing? Yeah, life can be like that. I don't have a game either, but I know it's pointless to be mad. Orteil is literally a good guy who respects his players, compared to other clicker/idle game developers. He could have added a pay-to-win mechanic, but instead he made every single player get a bonus from heralds instead, regardless if they are payers or not.

I bought the Steam version because I was told it was now a Tower Defense game. Hordes of hungry monsters come and you have to figure out which cookie feeds which monster or they overwhelm your kitchen.
I was told there's a new minigame called "Grandpa chase," where all the grandmas that you've ever bought run around chasing after the one old wizard guy still alive.
