Does it even work?
I've pressed a golden cookie when it was literally half visible of the screen and not even bigger than the mouse cursor, but it didn't give me the achievement.

Just got mine a few minutes ago.

Whether it works as intended; I don't know.
But it does trigger at least.

I am having trouble too. Are you running 144hz by any chance?

I found it's a lot more easier to get the achievement during the Cookie Chain, so I'd suggest to wait for one and be quick. It was pretty easy to get it during one.

the way I got it, after a while you get the feeling when the next golden cookie should appear, then mute all buildings and resize the window to the smallest size, you should be able to do circular mouse motion very fast and click as fast as you can, so you'll cover most of the screen

and yeah, it's much easier during the cookie chain event, though it's quite rare

I got it on regular golden cookie after 5 or so attempts, so no, it's not a key, just a big help lol

Golden Cookie Chain or Golden Cookie Storm helps with this achievement immensely, there's no need to rush getting it, especially at the start, staring at the screen for 7-15 minutes is bad

I got mine during clicking on the big cookie when a golden cookie coincidently spawned where I was clicking.
Happend 2 times already.
But I guess I would have gotten the achievement in a cookie chain too.

I'm also having a hard time getting it to trigger. I know there's something wrong with it because I was using an auto-clicker on the big cookie and a golden cookie appeared underneath the cursor and was immediately clicked before I even realized it was there. Clicked it 20 ms after it appeared and nothing.

Also got my first cookie chain this morning and didn't unlock it there, either.

The achivement seems to be a lot easier with fancy graphics disabled and before buying the upgrades that expand the duration a golden cookie is visible. After the upgrades it takes multiple seconds for a golden cookie to fade in, at the shortest duration and unfancy graphics it becomes visible in about half a second. I personally also used cookie monster to give an audible ding the instant a golden cookie spawns to be ready for it to fade in. Took me about 15-20 attempts to spot and react to one in time.

I am on 240hz, if fps has anything to do with the problem I'm on the high end of it...
