I does work, but you need around 30 to 35 Achievements for it to work.
Then at certain sizes, the Milk actually does touch the cookie and you get the Achievement (I just got it myself).

So it definitely is still possible.

Sitting at 58 achievements - no dice.

Even tried adjusting the size across all my monitors - can't get it to dunk at all.

Make the screen wide and then contract the height. That way, if you have enough milk, you should be able to get it,

No clue how that would work with 30-35 achievements (as you mentioned above that it would take).

Yeah I'm at chocolate milk, which is at max milk level, and it's not working.

is there a way to turn the scaling off? because mine will scale to keep the cookie off of the milk no matter what i try

That's exactly what I'm getting as well.
It'll stop just above the milk - no matter what I do to the size of the window.

Seen people mention that adding add-ons would do the trick (one adding a bar at the bottom), but I'm not really at the point of me wanting anything than "just cookie clicker" just yet.

You could do it in the web version then port your progress to steam to get the steam achievement then delete that save then load back your regular save but you wont have the achievement in game but you will still have the steam achievement and this is the only way it can work without modding.
