Not at the start, but there's an upgrade you can get later on in the game that lets you earn while the game is closed.

Okay thats good to know, roughly how long until that becomes unlockable?

You never get to earn 100%, only 45% at most unless Orteil changed his mind on that aspect. Personally I never got it. Also it's only 8 hours worth of production at most, unless again, Orteil changed his mind on that, and again, I never understood why you'd design it that way.

It's a heavenly upgrade called Gates of Transcendence. Then there's a whole bunch that boost the effects. Early Game (Start of game until you first ascend at 440 HCs), takes about a week for new players. So I'd say it will take you about two weeks to max out your offline cookie potential (if you were really devoted).

You have to get the ascension perks for it which cost heavenly chips. to get the first perk it costs 1 chip and you get 5% for 1 hour before efficiency drops with the perk chip cost multiplying by 7 for each new perk upgrade. It's been a while since I started but I don't think it should take too long. You get heavenly chips from making enough cookies in one ascension.

That's an intended feature of mobile I think

And for Steam (and likewise web), offline progress pales in comparison by a long shot to playing active, even idle past a certain point.

It takes a day, golden cookies are overpowered before you even get your first sugar lump. But yeah pretty much.
