Report a translation problem
The exact same thing happened to me, tho. One random day at 7ish in the morning (not sure of the actual weekday) I saw Charlotte walking on the road next to Fancy and Bunny. Like you, I quickly switched to the Master Detective quest so I could talk to her about it, but as soon as I got out of the menu, she had mysteriously disappeared. She is sooo elusive.
I'm starting to think this game might have a hidden month system to it too. I need Emma's picture for a quest, for example, and I remember always seeing her almost everyday near the church. However, now being much deeper in the game, she's never there anymore. It's very frustrating and strange. It also seems to be raining way more often too.
When doing that quest, she's in front of the Macauley house, but only on Tuesdays and Fridays. And I think you have to follow her 'trail' from William's house (though, I'd specifically picked up her scent beforehand so I could follow it properly and it doesn't show up as her.)
