Go to the 1977 bar with the quest active on various days of the week to see the various McCauley kids. You can find out which days from Emma (same conditions. She appears on Wednesdays)

I believe I found Charlotte in the forest to the east of the White property? Also just east of town. There are two shrines in the woods. Charlotte hangs out there with her grandma.

I could very well be mixing up quests here but if shes not showing up at the bar, you can try there too. If anything, maybe this will help you with another quest when you cant find one of the kids, haha.
