Is it greed then? Why do we have Ali but not George Foreman. I take back what I said earlier it really doesnt make sense.
Again, they have a lot of boxers to their credit but a lot of staple international names are missing. Perhaps if the fighters get a fee on the front end then I could see funding being a huge factor but less so if it's on the back end. Even though SCI definitely biases the fighters skill in the game to UK fighters overall, I don't think they aren't adding American fighters because they don't care to. I do think that if fighters didn't actively pursue the studio for inclusion they got to a point they didn't reach out. A few fighters I did speak with wanted to be in the game and mentioned in discord but there wasn't anyone that would reach out to them. Recently Varus has stated that they are not looking to sign new fighters at this point so the roster is likely finalized which for all intents and purposes is OK with me. I just wish the fighters they included actually felt more like the actual fighters individually and weren't so generic.

With Ali and other deceased boxers, I'm not sure who they contact for licensing, I'd guess whoever took over his estate, probably his kids. In which case, greed is probably not as much of a factor compared to getting to witness him recreated and honored in this way.
With Mayweather I can say with 100% certainty that he's an extremely greedy and selfish individual, and generally a POS imo (see his daughter's police witness statement describing him beating the ♥♥♥♥ out of her mom right in front of her), who demands an astronomical fee for something like this. The only other possibility is that his ego is so massive that he doesn't want to be in a video game because that means someone could KO him.
Foreman, who is exceptionally rich as far as former boxers go due to his other business ventures ($300m net worth), probably also requests a substantial fee.
