Harvey's story line

Hey guys! i am in the middle of the game and can not seem to figure this part out. When I use the mirror it shows Harvey and the scrap book, then the 3rd floor. For some reason I can't seem to figure out where on the 3rd floor I need to go in order to find him or activate whatever cut scene there may be. I have tried both ends of the third floor and even just standing in front of the elevator but nothing happens. Can someone help me out because I am trying to figure out if it is me or maybe my system is bugging once I get to that part.

I believe this is the one where you need to enter the room the compass is pointing at and then look through the peep hole to see the cutscene.
