Ghost event not triggering (mid-game, spoilers)

I am at the point where Harvey has said he retaliated against Jimmy with the bats. When I go to the second floor and hear the crashing sounds I walk up and down the hall where the event should trigger, but it never does. I have seen streamers do this. What am I missing that this won't show up? It's the only ghost story line I'm working on now so the game is stuck until this event shows up and I can talk to Harvey again.

You won't see the vision if Jimmy is near to you, so try getting him to a different floor then go straight to the 2nd floor, go to the corner looking towards room 223 and wait, Harvey should appear.
