Kaiser collesium is bugged.
This card is bugged, remove it or ban it. The card doesn't work like in it's text.

Yeah, this card and some other floodgates ( like Gozen Match and rivalry of warlords) have rulings that are not very intuitive. But it's probably not a bug.
In what way is it bugged

It is, the card literally like rivaly but more restrictive. But sometimes you can get to just... ignore it and summon still

I'd like to see a replay of this card apparently being bugged.

It's entirely possible you missed a detail or were not aware of a ruling or otherwise details about how the card works.

For Kaiser Collesium to work, there must be a monster on your side of the field. In this case, your opponent can only summon one monster (a number equal to yours). If you have 2 monsters on the field, then another player will be able to summon two monsters and combine them into an extra deck monster in an amount of no more than 2, and so on. If your field is empty there are no restrictions for the other player.

And, as is (redundantly) stated, monsters that were already on your opponent's field are unaffected.

How is it redundant? Most cards of a similar effect like Ocean Dragon Lord - Kairyu-Shin or TCBOO do affect cards already on the field. If KC didn't specify I don't see why it wouldn't affect cards already out.

Edit: I actually just checked erratas for the card, the clause that cards already on the field are unaffected was actually added later.. So that clause not being there made the rulings more confusing.
