For the deck builder? Its so you have a little flexibility its easier to put 16 in and decide which one to cut I wish we could add even more i've been building decks before where the limit annoyed me.

To make it comfortable to use. You can add things you want THEN remove things you use the least instead of removing then having to figure out what you wanted to add to begin with.

Like others said its so you can add all the cards you want to use and then cut back on those cards until you reach the desired deck size. This is often how IRL decks are built. By collecting up all the cards then removing the ones that don't work out.

Perfection is achieved not when there is nothing more to add, but when there is nothing left to take away. In this context, that means you need to be allowed to add more than you can actually use.

Things are already toolboxy enough with 15, if it went even 5 higher decks would have answers to everything and any important card in triplicate at all times.
