The Tearlament cards also have some ridiculously balancing issues. Everyone hated Mirrorjade for it's banish effect because it generated so much advantage. Kaleido-Heart is like Mirrorjade on steroids: it can recycle itself, act as a combo extender, and can spin cards at no cost. At the very least, Mirrorjade forced Branded players to clog up their extra deck with discard fodder.
Konami know by now the deck is a problem. Best we can hope for is Ishizu hits once that pack ends, and then Tear hits once the Tear pack ends. Until then people just need to deal with it or stop playing.
Also plenty of URs have been limited/banned already. Halq? VFD? Adventure?
People splurged on the hot T0 deck, whose rarities have been for most of the core cards (Kit at SR, Havnis and Merrli at N) to allow them to be easily hit when they eventually are, in a way which prevents a lot of UR refunding.
Additionally, Konami can not only see what a T0 deck does to MD -- as if this game is planned to last several years we'll no doubt get another T0 format eventually -- but also can see how to curate the deck into something less dominant but still viable. I don't think Konami has yet to absolutely murder a deck. There are still Drytron and VW decks being published to MDM and played to this day, despite their high time being over.
They also only cater to combo players and no other type of player.
If insane mill/shuffle wasn't this omnipresent they'd be less of a problem, though overall they're probably on a highway to everything-is-limited town at this rate regardless.
I think Kitkallos is fine IF, and that's a huge IF, the Ishizu cards weren't around.
Sure, mill 8 is big, but Tearlaments by themselves do need it if you don't have Ishizu cards to help out.
