What's the blackwing card that burns every time you do something?

Google doesn't know and I can't be bothered reading through every card of a bad deck. Anyone know what it is?

Must be either Synchro Summoned, or Special Summoned from your Extra Deck by banishing 1 Tuner Synchro Monster and 1 "Black-Winged Dragon" from your face-up field and/or GY. Each time your opponent activates a monster effect, place 1 Black Feather Counter on this card when that effect resolves, and if you do, inflict 700 damage to your opponent. During your opponent's turn (Quick Effect): You can Tribute this card with 4 or more Black Feather Counters on it; destroy all cards on the field.

Faced someone today that got 3 of these, and one Masquerade Dragon out on turn 1. Naturally, I didn't read the card's effects before I blew myself up.

They summon it and then protect it with annoying staple extra deck monster like baron or hot red dragon. I'd say this deck is pretty damn annoying right now...
