Adjust how ranking works?
Two things come to mind as a way to better match players.

Don't funnel people into and don't make Platinum V the rock bottom rank. let us fall out of that rank. Bronze V should be the rock bottom rank you can de-rank to.

this is even more unlikely but break down ranks by individual decks. that way shoddy rogue decks can match against other decks it can have a fighting chance against. the more frequently you win or have a win streak, the faster you are catapulted to master rank.

I think if these were instituted it would reduce player complaining by AT LEAST 0.01%

You used to be able to do this in Gold, then they changed it. I agree that this change was stupid, but it is unfortunately a change that Konami made and therefore isn't likely to do the exact opposite of.
Plat is only "rock bottom" if you always make it to Diamond. Don't rank out of Plat and next month you'll find yourself in Gold. Don't rank out of Gold and you'll find yourself in Silver. Not sure if you can derank all the way to Rookie but I know you can get to Bronze.

Can confirm, you do rank down to rookie if you don't play in ranked enough. I generally can't be bothered to play outside of events unless I really want something on the pass, which is rare, or I'm in dire need of UR points.

I've always hated ranked floors because they defeat the entire purpose of having ranks in the first place. So many games do them now and I don't really understand why they do it.

In Konami's case, you just have to understand that there are two brain cells in that building and they both left the company on not especially good terms.

Pretty sure its been obvious for a long time, the reason they make it so you can't rank down to the very bottom easily is because of the bonus gems you get when you break into a new rank. In the beginning people were abusing that fact and intentionally losing and ranking down so that they had more ranks to break through for more gems when a new season starts.

all they'd have to do is to fix this issue is something like hearthstone does where it only rewards you depending on what your rank was at the end of the season instead of for reach division/tier you meet immediately or highest you've reached. I understand its konami and they're dumb and all, just saying this has been a solved issue for a long time and it'd encourage a more competitive environment.
Your suggestion is good, but doesn't work. If each deck is ranked separately, that means you reset rank every time you change the deck at all, otherwise you end up with an exploit via swapping cards out of your deck.
