Timer needs to actually mean something
tired of playing ranked and slow games of people who copy and paste meta decks but don't know how to use them without reading

sorta like chess a part of the game is blundering it makes it hard to do when you have practically unlimited time.

It already mean something. Every sec they dont do anything the clock is ticking down. And btw people are allowed to read thier own cards no matter if its meta or not. People like you are just looking for cheap wins where opponent makes a dumb move casue you want them to play fast.

Your complaint is about people being slow to play "Meta" decks without knowing what the cards do. The higher you rank, the less this is an issue. A good player is highly unluckily to blunder with their cards even on a time crunch. Initiative in YGO is always gained via interaction. Relying on your opponent making a mistake is a horrible strategy.

It's not reading cards, it's people taking a long time because they are following summoning guides.

this is just false sequencing mistakes are very common even at the highest elos, sometimes you can salvage it, sometimes it's just luck with variance, but it's almost a 50-50. even in masters with snake-eye for like 3 months most people would play the wrong line that hard loses to nib.

Take a note to yourself:
My enemies got more time because i cant kill them in 1 turn. So, i need to kill them in 1 turn.
you got 5 minutes, and will gain additional minute in your new turn.
just open youtube, it is their right to use that 5 minutes, even just for reading some comic and t-set.

And then you get reported for breaking one of the only two rules the game has

Which is to be honest, kinda stupid. why even bother giving player 5 minutes if they cant use it however they like.
on the other hand, that timer when you inactive is a issue if you need to pee. at least extend it to a minute

Grow some patience. Or drop the game and go exclusively into world class speed chess. So people can complain about how slow you are Josh.

If you're going to make your opponent wait, it is required that you give them something to watch instead of expecting them to find it themselves. Does it make sense as a rule, now?

wait, dont tell me you play yugioh and do nothing when your enemies doing their things?
must be tough
crazy you need to let your opponent take their time in a multiplayer game, yknow a game played with multiple people, yknow taking turns like you do in card games. i suggest trying some single player games if you can't wait for your turn

Doing nothing would be Alt-tabing to Youtube or netflix and not so much as glancing at the game. Paying attention to the combos being preformed and looking for ways to interact with them, either for that match or for the sake of future matches, is doing something. It's called "engaging with the game you chose to play". No half-decent player is sitting on their thumbs doing nothing while the opponent is taking their turn, even if there's nothing they can activate to stop them.
