It was really when Drytron & Swordsoul walked in during the earlier parts of MR5 & brought with them incredible power-creep that Red-Eyes really began to suck. Ironically this happened a little after Dragoon came out; & ofc Anaconda saw to it that Dragoon was better support for every other deck in the game then Red-Eyes, since Anaconda doesn't lock them out of any additional summons.
Tragic really.
That is why I run Secret Village with my Dragoon Runick Horus deck lol.
DPE was mostly used in the Adventure engine/decks, specifically in combination with Anaconda and Cherubini. He was better in combo and mid range builds who could fit the engine, however the engine was pretty big and many other decks couldn't run it. It also requires running a few Garnets. Something people nowadays really don't like if they can help it. DPE is likely the main reason Anaconda was banned in the TCG, though possibly not the only reason.
Dragoon found success as a better overall generic & was most successful in the TCG with Stun & hard control decks. Once Anaconda got banned, Dragoon Stall started using Subterror Guru and every stall or stun card in the game in as many as possible. Even Skill Drain. He's the reason TCBOO, Gozen, Rivalry, & Summon Limit got limited. B4 Summon Limit got banned anyway. Tbf it's debatable as to whether or not he was the primary reason for Summon Limit being limited, but I saw firsthand how the other 3 got limited after Dragoon Stall started topping tourney's.
Right now in MD Dragoon is doing mostly what we expected him to do. He is giving Rogue & weaker Tier 3 decks a ♥♥♥♥♥ fit, while the power houses in Tier 1 & 2 are keeping him at bay.
^Which is dumb and I default to "your own fault" (your being generalized, not specifically *your* fault itzRiceKrispies). There is enough generic options and things that people should just be playing in a Bo1 format *ANYWAY* that if those people have no outs to dragoon, that's a serious oversight in the deck build, regardless of the tier of the deck. It can be understood and just feel bad if you have like 1-2 outs but never get them when dragoon hits, that sucks; but that should invoke the "RIGGED! bad game!" posts, not "I can't beat it" posts.
