Cause if the latter, then if it was sent to the GY without having been properly summoned then, per game rules, not even a "Ignoring its summoning conditions" effect can revive it.

Armed Dragon Blitz wont work unfortunately because both Armed Dragon LV7 and LV10 cannot be normal summoned or set, and can only be special summoned via Armed Dragon effects. This also means they can't be special summoned with cards like Monster Reborn etc.
For example Armed Dragon LV7 can be special summoned via Armed Dragon Thunder LV5 effect and Armed Dragon LV10 by tributing Armed Dragon Thunder LV7 (because its name is changed to Armed Dragon LV7).
Basically Armed Dragon Blitz isnt such a good card as it sounds and should be... but it can let You summon Armed Dragon LV3 or LV5.
What? Armed Dragon Blitz says that it can Special Summon Armed Dragons, ignoring its Summoning Conditions. Meaning the summoning conditions of summoning them originally don't matter. Additionally, Armed Dragon Blitz doesn't say anything about the monster having to be normal summoned or set intrinisically so that doesn't make sense either.
Actually, I figured it out. The structure deck doesn't have an original Armed Dragon LV 10. I just assumed it did.

Glad you figured it out, but I was referring to Armed Dragon Thunder Lv10's effect which changes its name to Armed Dragon Lv10. If that effect isn't in play, Blitz would have to summon a Thunder Lv10, since it summons a monster with the same name. Though the real reason you couldn't summon the base Lv10 is honestly much funnier.
You know what is more funny ? Solo gates that still use banned cards in thier deck.
