If they want to hit ash, they have to consider the existance of Maxx-C which isn't limited in anyway in the banlist.
Also, a lot of deck searches so having 3 ash would ensure you have at least a way to disrupt your opponent, pretty much the same reason you can say called by shouldn't be limited (because meta, and even rogue, decks uses the deck so much as much as there are strong graveyarf effects.)
Eh, Designator is only good because everyone is running Maxx C and Ash, without it the card would be useless (see TCG).
Called By is needed because Maxx C exists, but again without it it would be too good so should be limited to 1.
Countering Maxx "C", and by extension Ash Blossom, is the main reason why it got him in the OCG and MD, while in the TCG, as you said, it's mainly mid range decks like Marincess or Evil Twins, who can run almost every good hand trap in the game at the same time, that do run it, because it's extra insurance.
Some meta decks that have room might run it as a mirror match pick, since they expect a bunch of mirror matches, but yea, in the TCG, it's really overrated at times, especially on release.
