The people you are facing are most likely beginners, but unlike you, they aren't going in blind.
What I mean with that is that they most likely did solo mode to get gems, then used said gems to build a proper deck, then researched how to play said deck.
You can also do the same, check Master Duel Meta's top deck list for a really big variety of suggestions:

Then look around YouTube for guides on how to play that deck that you chose from that list. I would recommend a deck from the top half of the list.

You'd think that people with those decks would rank up.
I wonder if it's a constant stream of new players and/or bots who spend money to build decks off the bat, or lose on purpose to stay in the lower rank while farming resources.
People who already know Yugioh will be building their decks before they go into ranked.
Most people pick Exodia because:
1. It's the only deck they know out of the 3
2. It's the easiest to play even tho is the worst one.
I'm convinced that somehow they've managed to hack the system so they won't advance when they win, and they're just hanging out in Rookie tier with Branded and Spright decks to beat up on newbies. Just plow through it with one of the at-least-somewhat-decent structure decks like Salamangreat, Dark Magician, or Dragonmaid, then camp in silver while you get your feet under you.
