Because they simply won't.
It would be a insanely massive change to the game, rendering plenty of decks that duelists invested time and money on practically unplayable, all because you don't like how the game is like in 2022.
Archetypes are real.
Dude this game is straight up one big "Okay you power up, I power up" fest.
It's pretty anime. 50 minutes of drama for 5 minutes of explosive "woah".
Bosses are bosses for a reason. Find a solution or scoop.

Limite all the gameplay open place to many players use common cards in your decks.
Welcome to the P2W competitive world...
Then brought it back with Master Rule 5
They should limit it to ONE link monster summon per turn, but allow unlimited Synchro, XYZ, etc
They won’t do this, because you don’t play yugioh. It’s been the way it is for many years and they have built decks around summoning from the extra deck multiple times a turn. This change kills dozens of archetypes and makes them unplayable and won’t really change the power of the game that much. The BEST deck right now does not need to use the extra deck to do most of its combos much. We have a meta deck right now that only summons once per turn and doesn’t need it’s normal summon or extra deck.
