Is there a reason I dont understand why blackwing whirlwind is not once per a turn?
Just asking why this one is the way it is.

Honestly this. Lack of foresight from support that was to come out down the line with support that helps facilitate it's 'Normal summon' effects and if I remember correctly even back then blackwings were kind of bonkers.

They nerf everything normally I am surprised this has still not been hit with the stick.

Because there's zero reason to, it's Blackwing they aren't going to be meta anytime soon so no reason to hit a non OPT that they can't even really abuse too much

It feels so tedious to fight one is the trouble, they nerf some really obscure cards on the norm it feels like.

Yeah it does feel like that. The thing about blackwings; at least from my experience playing against them cause I never played them is that they basically die off if that card doesn't exist or go off and while 1 I think is enough, allowing a set of 3 (usually they get 2 on the field from my constant experience) it just ends up giving them more than enough advantage to tank it out.

Because it only triggers on normal summons and you only get 1 of those per turn, usually. Most effects that only work on normal summon won't have a once per turn because it's just not deemed necessary.

Blackwings have effectively no real negates in archetype, and their access to out of archetype negates is poor. If your deck is prepared to beat most meta decks, Blackwings just rolls over and dies.

Blackwings negates that they do use are Hot Red Dragon Archfiend Abyss (which is easy to get into), and Bystial Dis Pater (if the opponent has a banished card). They can Calamity Lock but it's way too convoluted imo.

Having the ability to tax them with 2 Assault Dragons is not the worst thing and being able to nuke is another form of interruption.

And Twin Shadow can let them play Ascendant to pop 2 more. Chinook + Danger Close is another 2 negates they can use.

Sharnga is another interrupt.

So they don't really need a ton of negates when you look at their tools
