You can chain block Ash, but you can't chain block Imperm.
Also, while every deck uses some form of search/summon from deck, etc, every deck also uses monster effects.
Lastly, top deck Ash for turn after the opponent made a board is gonna be pretty useless, but top deck Imperm is a whole different story as it can still be used.
That's why I said "rancid milk" it was already like this in the first place, it just went from "ew, this is bad" to the event going "HEY LOOK! LOOK HOW BAD THIS IS!!!!"
They'd sooner ban Little D than Maxx "C".
And having a monster on the field can mean little to nothing depending on what deck you're facing.
Hell, look at Swordsoul as an example, you can't really do much with Ash against them unless they quite bricked and need to resolve Ecclesia/Emergence, but toss an Imperm on Mo Ye and it can pretty much spell doom for them if they don't have both a Longyuan and discard fodder. They still have a monster on the board, it does nothing.
