Can't get rid of chaos angel

I'm using nouvelle and i can't use chaos angel as ritual material even when a goddess of the underworld can do it without problem. I know it says it's not affected by monsters effects but it's supossed that the monster effect just triggers the event for me to pick monsters to sactificate, it should me let to choose him

The nouvelles monsters tribute for effect, not for cost, so chaos angel is immune to them if summoned with a light

He's trying to say that goddess can do it because it's not an effect, but a result of mechanics (That's not what he said, but what he was trying to).
