Kashtira are weak (for a meta deck) right now, it's unlikely they will ban it when the deck bricks in 1of 3 games. Arise-Heart I'd also a UR so they'd have to refund 90 UR if they banned it from 3 to 0.

The most likely thing to happen is another consistency hit putting fenrir to 1 (banned in the ocg). Which is more do to how splashable the card is in every single deck than due to kashtira itself. Or they will do a stupid OCG hit and semi-limit planet pathfinder or Kashtira Birth which will just force more people to play the small world engine.

That said, even as someone who plays Kash myself I would be willing to trade Arise-Heart in for a Maxx C ban and/or further Stun hits (fk Inspector Boarder, Tcboo, Dshifter/Barrier).

Fenrir would be the best thing to ban. Free high lvl body that can seach itself and banish if you dare activating your effect. Then they can keep Arise-Heart but Fenrir need to go.

Fenrir to 1 would probably be fine. Pankratops is at 3 here and is situationally stronger, yet sees no play. What makes fenrir so good as a splashable engine is it replaces itself immediately either as follow-up for next turn or a free discard. If people had to search some other kashtira target that's dead by itself and risk the 50/50 of drawing a dead card, chances are they'd just play pankratops instead. Gamma has seen zero play in TCG since they limited it to 1 and you now have a 50/50 between drawing the gamma and the driver. Fenrir ban would take the deck from bottom of the meta to below rogue tier

Fenrir will probably be limited to 1 at some point, arise-heart isn't that bad and you have to get it on the field first so doubt this will get banned.
