To be honest, Master Rule 4 was never implemented properly and was half-assed from the start.
Sure it limited extra deck summons but Konami printed a bunch of generic link cards for more money which completely undermined the intention of slowing the game down.
I think Master Rule 4 was basically a scam... it was a sad attempt to get back all the players that YGO lost when they speed of the game increased and basically lying to your customers "Oh... the game will be slower and more balanced now", while getting people to buy Link monsters because nobody would have played them without that format change.
It was a scam, pure and simple really. How many links were combo extenders... A LOT of them.
Look at Pendulums... they wanted to limit their recycle ability through the extra deck... fine... then DON'T GIVE THEM ELECTRUMITE... a basic staple of EVERY pendulum deck ever... and now we have "Beyond the Pendulum", another broken Link monster exclusively for Pendulums and I say that as an Odd-Eyes player.
Basically trying to gouge customers for extra money because the whales are not bringing in as much as Konami wants nowadays. But that's just my opinion... there is too much compensation in the game now, too many "If this monster is destroyed".
If they had implemented Master Rule 4, without trying to compensate people, the game would have slowed down and would be a lot more balanced.
That's when I lost faith in Konami... it was obvious lying through their teeth and rampant profiteering and people lapped it up and even thanked them for it.
The correct answer is for Konami to not print "special summon" as an ability so much that each tribe has like 5 "special summon X from your Y deck (or hand)".
That or print less generic ♥♥♥♥ like Barrone who is basically one of the "Your a massive idiot for not having at least 1" card (even though I don't - I use Draco).
Otherwise - as someone who came back this year from Duel Links 2 years ago (played for 5 or so years), and TCG as a kid, it just feels like tribes have absolutely no value beyond pictures being similar amoungst the related cards. They all do the same things (banish, counter, special summon, protect from effects), it's just the color of the border that changes (Purrly does alot of XYZ so Black border, Kash/Branded/BEWD is Purple, Beetrooper is Blue, etc.)
Makes me wish I could go back to when Mask Change was first dropped and everybody just built Anki combat-changer decks. Hated them then, but if only I knew what I did now, those where child's play to take out.
TL:DR - It's not the special summoning itself that's the problem I think, it's Konami's inability to come up with original ideas for tribes and just adding it as flair to all of them now making it feel tired.
