Whenever you see a person play blind Reasoning, always call 1.
Outside of Infernoids, level 1 monsters are very powerful when it comes to climbing or making plays, see Glow-Up Bulb for example.
Again this is regarding Blind Reasoning. If you know what you're playing against, you can call accordingly.
Reasoning can and WILL backfire if you are not playing a deck that can take advantage of the sheer amount of milling you can do with that card. For example, Lightsworn mills a LOT and cards like Wulf and Felis will trigger off of Reasoning if they're sent to the GY. Another deck that you'd wanna mill a lot of cards with is Infernoid since you can get a lot of monsters in the GY to summon the big boys.
If you're not sure what you're up against I would just declare either level 1 or level 4 as there are quite a lot of cards with strong effects at those levels. Otherwise if you are sure what you're up against just declare the level you think is common in your opponent's deck as somebody else has suggested on this post already
