why cant i use lighting storm?

I have no monsters all my opponents monsters are in attack mode alll like the card says it needs to be in but i can not use this in my turn or in there turn no matter what. i dont get it and im starting to think solo just cheats

You cant use lightning storm if you got any face up cards on your board

Lightning Storm can only be used if you have no face-up cards on your field/board. Essentially you'd wanna use Lightning Storm when you have no cards on your field while they got a big back row or board of monsters
