Erm...honestly, its hard to be toxic (not impossible) when your opponent can't communicate with you, so that's a weird hangup. But what is the point of "testing" a deck if you avoid meta? Just say you want to play a game that's more even casually then trying to justify it with testing if you want to rule out the most common decks people play.
This person does likely prefer a lower level of play. I don't imagine they like facing the non-meta power decks either. People who use the word toxic to describe faceless players using certain decks usually apply that word to anything they just don't like personally.
People don't play meta in Bronze / Silver, but guess what, after 10 wins you are Gold.
Most joke ranking mechanics ever "you cannot downgrade your rank".
Even in League of Legends you can drop your rank if you are willing to.
Here "you have to go away from the game for 5 months, in order to rank up after 5 games lol".
