Biggest issue though, Konami would have to be competent enough to make the loaner decks preform comparatively similarly. They historically have not, there has almost always been an objective "best" deck among the loaner picks in every event to date. Like the Psy-Frames on Light side in the current event, or Labrynth in the Fairy/Fiend event before this one.
If the environment is down to only 3 decks since loaner only vs with loaner, it is a lot easier to balance. They can also not put those staple cards in as well back like the initial event loaner deck.

Konami just not willing to have loaner decks that matches the environment. This is to promote players to spend gems to open packs to build a polish deck. However, I just don't see if there is an increase in sale due to this. I believe they know how useful Ash and Maxx (in previous events) will be in the deck but they didn't add in. So having loaner vs loaner only is going to benefit both side.
