ocean dragon lord kairyu shin, bug or what?
I couldn't tribute summon raiza in this position where i would end up having only 1 non water monster but the game didn't let me... Am i totally dumb, what is the ruling for that card? I was also going to tribute his card but you know, when you look at it, i would already not have any moment with more than 2 non water cards on the field. I am totally confused and need help.

But it also says that if you have more than one you have to send to GY so technically there is a possibility of having more than one for at least a moment but then you have to send to GY. Not being able to tribute summon is a whole different aspect.
I know that you already understood the problem here. So repeating it is useless but i'll do it anyways.

The floodgate goes into affect the moment you control 1. So with how floodgates work. The door has already closed behind that first non water. You can't just decide i want a different non water.

I can definitely understand new players being confused by it. But with how Yugioh works. Having specific sentences built in for redundancy wouldn't go over well.

For example. Did you know that a When effect can miss timing? Do you think every When effect should say "This effect can miss timing" Even though the word When is already doing that. But a new player wouldn't know that.

Because I am thinking that way, card description says you cant have more than one non water monster on the field at once, and a tribute summon works that way, you send 2 monsters to GY or tribute them in other words, and then you get to summon the card which means you would have never end up with 2 non water monsters sitting on the board at once. So either i am missing something or the card text is just inadequate.

Per game rules, under these conditions you are not allowed to attempt to summon a monster that is a NONE WATER type monster because you already control one.

"Each player can only control 1 NONE water type monster"

For reference, look up rulings for There Can Be Only One, Gozen Match and Rivalry of Warlords.

These mechanics are far from new and are working as intended.
Reminds me of Koa'ki Meiru Drago where players tried to banish it for Red-Eyes Darkness Metal Dragon.

(I was one of those players tbh)

I was going to mention that "must be summoned by (procedure)" used to be followed by "and cannot be summoned by other ways" but isn't anymore for the exact reason you pointed out.
