Report a translation problem
The general rule of thumb: If a card's effect does not SPECIFICALLY say "target", it doesn't target. Even if common sense would suggest otherwise. (there are some exceptions, all of them predate 2011 though when the term "target" was made official and had never been errata'd appropriately)
So no worries, you're not exploiting any bug.
I guess Konami made one too many monsters that could not be targeted with effects so they made cards that hone-in monsters to get around that.
Very clever, not.
