Report a translation problem
It is a strong card certainly, but there are way stronger cards out there.
Is Barrone de Fleur annoying yes, can she appear in any extra deck, yes, is she easily summonable, yes, is her effect powerful, yes.
But if your opponent ONLY manages to summons her out, and doesn't have any other card to support her, then all you have to do is bait out her '1' negate, and play as best you can. She cannot negate being Kaiju'd, she can't negate everything, and obviously she can't negate a monster that has 'more' attack power then she does.
The real problem is that she basically can be slotted into 'any' deck that synchros to my knowledge, but that can be applied to a LOT of cards, like Verte/Halq, auroradon, if they could only use their effects or required monsters of their archetype to summon them or their effects could only work for their archetype, maybe they would feel 'fair' but~
The real problem is yugioh become summoning show than duel monster.
She can only do it once. If her wielder wishes to use that effect again, they'll have to remove her from the field (such as with her last effect) and then resummon her. (or use something like Interdimensional Matter Transporter; either way though she's off the field for a period of time)
Granted, even with that balance she can be quite the tide turner; hence why I had no problem putting her in my Zombie Control deck. (Guardian of the Golden Land and Draconecro make for easy to summon Synchro fodder when using Plaguespreader Zombie as the tuner, and Doomking Balerdroch has his self-revival effect :3) Should note she's not the only nasty relatively easy to summon Lv 10 Synchro Monster out there. (Chengying anyone? And yes, I use him too.)
Being one of those cards that provides a huge card advantage via a negation each turn, and destroying 1 card, she makes Pot Of Greed look balanced.
