POSSIBLE CARD BUG: There Can Be Only One
There Can Be Only One does not allow you to Link Summon? Is this a bug? It does not say anything about preventing Link Summoning.

What were you trying to summon, and what was on your board?

Seems more like you didn't meet the summoning conditions or if you or your opponent might've activated something, that limits, what kinds of monsters you're allowed to special summon.
Even if the summon itself would remove what's on your field, you still can't attempt the summon under TCBOO if the monster you want to summon is the same type as a monster you control.

Sky Strikers. When I remove it using Multi-Role, I can Link Summon again.

You should be able to turn your warrior sky strikers in the machine link sky strikers, but since all sky striker link monsters are machines, you can't link summon any of them while having another machine monster on the field.

And yeah, obviously getting rid of there can only one gets also rid of the effect, that prevents you from summoning those cards again.

Usually I do not have another monster my control. If I do have another monster under my control, it would be Raye (warrior) or Effect Veiler (spellcaster). The Link Summoned Sky Strikers are machines.

You can turn Raye into say Kagari, but not Kagari into Shizuku.

That happens while I have TCBOO, I also cannot turn a Sky Striker and Effect Veiler into Halqifribrax when I have TCBOO.

I checked the rulings in the Yu-Gi-Oh! Wikia and you are right. Maybe I should replace TCBOO with Evenly Matched.

TCBOO is good in Sky Striker because you can remove it and it's powerful against a lot of decks, but it's also personal preference.

I prefer another hand trap or something instead, usually Belle or Ogre, Ogre is really strong in Sky Striker as it can pop Area Zero if needed even under IO.
