gredora is right that prohibition is as close as you can get, but note the reluctance in his reply. prohibition is NOT a worthwhile replacement for crossout or called by. it's a continuous spell, not quickplay, so you can't use it in response to your opponent's hand traps, which is exactly why crossout and called by are so good.
btw -- skull meister and d.d. crow do NOT work against hand traps despite them being discarded to the graveyard because hand traps activate in the hand, not in the graveyard.
A literal handtrap floodgate.
Useless for this situation, you can't use it in your first turn.
That's your best budget option. Though you have to play it BEFORE your opponent uses their hand trap.
