Herald of Ultimateness weren't really popular at release of the card, mostly due to the difficulties summoning the card.
Dryton and more of the modern combo pieces we see today made the card easier to summon and meta relevent.
So no, don't ban the boss monster, ban the combo pieces making them so consistent :)

Multi negate cards do kinda suck a lot of the time. Once you hit enough negates the game just stops.
