I watched one of those "How to draw tutorials" and accidentally wound up invading Liechtenstein, that's how bad at drawing I am.
You count the number of cards in your and your opponent's hand and field before and after doing a certain play, you take the difference, and that's the plusses and minuses everyone talks about.
Between before and after activating Pot of Greed there are no changes on the field or the opponent's hand, but you have one more card in hand than you started with. That a delta of 1, a +1.
Edit: Though if they move it to limited they should do it while there is a new way to get more UR CP to be fair, otherwise that would mostly be favoring players who are paying money or new players.
Maxx "C" is banned in the TCG, it's just that the OCG thinks it's the only way to counter combo decks.
Even then, Maxx "C" has a condition which makes it a dead card in certain matchups and does not help you to build your board.
In Yu-Gi-Oh! draw spells are especially broken because the card you draw can be used immediately. They're so busted that the TCG had to limit ♥♥♥♥♥♥♥ Into the Void because some decks were using it as 2nd to 4th copy of Upstart Goblin to have a 36 cards deck!
If draw spells that draw 1 with a drawback are so good because the reduce deck size by 1, it's not hard to imagine why a free draw 2 is banned: not only it reduces your deck size, but when you open it you have a 6 cards hand as well.
Yes, there are counters for Pot of Greed, but that's not an argument to unban it: every card in the game has counters, if that was enough to make a card fair then no cards should be banned.
