Try using something called DXVK, its a graphics API conversion layer that converts DirectX calls into Vulkan. I did, and the game ran like butter afterwards.

I am under the assumption that your computer is at or above spec to run this game optimally. I do suggest that you read the minimum requirements on the storepage & see if your specifications meet or exceed the minimum requirements.

Someone posted the Solution: Disable your first cpu core, when the game is running.

Want a real answer? You need to download system explorer and go to your process affinity and disable the first core there. Don't forget to checkmark it and make it permanent. Game will run like butter afterwards.
