That's a really odd issue and I'm surprised that overwriting the bugged save doesn't work here.
---
EDIT: Just to make it completely clear. When you're making a fresh start in Episode 4 and you're reaching the point RIGHT BEFORE you have to dig up the dog: can you interact with the dirt pile in that moment (which means the save is messed up)?
and honestly starting again from episode 3 seems like torture not only because it felt the longest to me but i dont wanna see the kid die again
First, run the game and load the bugged save and wait until you'll see the saving symbol. Now close the game and make a backup copy of your save files (just in case). Go to:
X:\Users\YourName\Documents
Find and copy the entire 'Telltale Games' folder to your desktop or any other location.
Now run the game again, go to Season 1 episode selection and hit the right arrow until you see 'Special Episode: 400 Days' and start it (I'm aware you probably haven't played it yet and you don't want any spoilers but don't worry: you won't get any). Wait until the short intro ends and you can choose people from the board. Pick 'Wyatt' and wait for the saving symbol to appear. It should happen after literally few moments and when it does, quit the episode. Go back to main menu and Season 1 episode selection again and you should be able to start the Episode 4 from the beginning and moreover, the save file will keep your choices from previous episodes. Intro should give you a clear answer as you'll see what happened to Lilly and who took care of Kenny's kid.
Like I said the whole process will just take few moments and we'll know whether you're good to go or the entire save file is screwed (and, like I said in previous post, it would be very unusual).
