If not; do you have "special" characters in your Windows username and/or the game's install path? I.e., some creative Unicode, or perhaps just Cyrillic, or even just characters such as "?" or ":" or....
If it doesn’t then try what the other guy said.
Verify the game's integrity file since Windows Defender deleted some (usually 8 files)

Both my special characters thingy and Kiro's AV-paranoia thingy would have some local resource files not being found as the eventual issue; Sharkster's admin thingy as them (or "something" at least) not being accessible due to a rights issue.
Not so much then I'd take it -- but this being a thing both fullscreen and windowed would seem to make it also unlikely that this would be a generic GPU(-driver) issue so I'm myself immediately sort of out of suggestions then.
(Especially) If you're on a laptop with dual graphics I'd make very doubly sure that you / the game are set to use your dedicated graphics.
I'm not in fact a Windows user and not even sure that anything would work (enough) in that state but I'd also try booting Windows in "Safe Mode with Networking" to see what happens (google for instructions for your Windows version) but I believe that's only an option if you're on ethernet rather than Wi-FI in any case. If you can get far enough in that state in the first place first repeat the Steam-sides verify to possibly repair.
No idea -- but still definitely sounds like an issue with the game being unable to access some of its resources.
1. Your Windows is Corrupted (it tends to happen sometimes for some reason, they usually block file Access which is annoying, happened to me while playing Dota 2 it crashes every 15 mins and I looked up the Crash Logs it turns out some files are getting blocked by Windows Itself)
2. Try to check your Graphics Settings via Windows, Add TWD Game to it and use your GPU instead of the Integrated Graphics (Intel) use your (AMD or NVIDIA) GPU on the Settings.
3. Reinstall your Windows, Download Everything Again and it might work. (usually it does)
