frame rate so low its unplayable

I don't know whats happening or how to fix it. I checked and like i'm pretty sure I have all the minimum requirements to play but when I opened it was running so slow it took me about 36 mins to open the graphic settings to make sure everything was running on low. Has this been happening to anyone else?

What are your specs? Is it just this game or are your other Steam games running into similar issues? Pretty interesting because it's not like it's a super intensive game to run lol.
